Dennis Trevarthen

Dennis has worked developing capability models, skills frameworks and performance (competency) standards for over 35 years within Australia and internationally. In this time, he has led development and negotiations with Government, industry and enterprises leading to the implementation of innovative and practical solutions. Dennis has brought clarity and focus to complex environments and is well known for his conceptual and strategic leadership.

He works outside the square, always prepared to engage new approaches combined with an astute understanding of stakeholder expectations. Dennis ideates a clear vision, whilst having a strong focus on detail and the use of digital technology to support implementation. He has a unique ability to integrate business, technical and organisational requirements, ideally suited to addressing the needs of organisations in the sector four space.

In the early 1990’s, Dennis developed software to support the introduction of the competency standards model in Australia. His understanding of the role of skills, knowledge and performance in building trusted credentials is based on a solid theoretical background and practical implementations in a range of contexts.

Sector Four Consulting

Dennis has worked with major industries developing capability models. Many of these were from ‘first principles’ where no previous frameworks existed. Examples include the Australian metalliferous mining industry, telecommunications, finance and property industries. Each development process involved working closely with key companies, industry associations and industrial relations representatives to achieve agreement on the capability framework, performance standards and credentials for skills recognition. In Asia, Dennis worked with the main economies under APEC to bring consistency to the standards required for telecommunications cabling.

Information Technology has been a strong focus for Dennis. After working as Chief Information Officer with BP Australia on a web business startup, Dennis worked with the Victorian Government shared services CENITEX developing a capability framework based on the SFIA model (Skills Framework For The Information Age), and became one of the first Accredited Consultants in Australia for the global network. He also created an innovative national IT capability model for Innovation & Business Skills Australia (IBSA) drawing on his extensive knowledge and experience in this area.

Dennis has worked with key industry and professional associations developing and reviewing skill credentials. These have included national bodies representing industries such as telecommunications, cleaning, real estate and property services. He has worked with key professional associations including Australian Marketing institute, Australian Institute of Management and the Australian Institute of Project Management. Dennis is regarded as a national expert in project management, having led key business teams and implemented project capability frameworks in the Victorian Department of Transport, and the Australian Council for Educational Research (ACER), among others.

Dennis holds qualifications in higher education (sector three) in the fields of industry sociology, teaching and education, and maintains a number of sector four certifications.
